The U.S. Response

In recent speeches, President Bush has declared that the United States and its allies must take "pre-emptive action" in the war against terrorism. While that response may seem appropriate given the attacks of September 11, OSI Founder and Chairman George Soros argues that Bush's policies are actually counterproductive.

Soros explained his concerns in an interview with Robert Siegel on June 6, 2002 on the National Public Radio program "All Things Considered."
