Morton H. Halperin, Director of U.S. Advocacy for the Open Society Institute, testified before the House Committee on the Judiciary to examine warrantless surveillance and the Foreign Intelligence Surveillance Act (FISA). The hearing was titled "The Role of Checks and Balances in Protecting Americans’ Privacy Rights."
