Foreign Policy Analyst Urges Caution with Iraq
Morton Halperin, the director of OSI's Washington office, says that the Bush administration's focus on Iraq has diverted its attention from the war on terrorism, the global AIDS crisis, overhauling foreign aid programs, and supporting democracy around the world.
In a profile in the January 2003 issue of Washington Diplomat magazine, Halperin also said that any attack on Iraq would likely trigger the very behavior the United States most fears: Iraqi President Saddam Hussein's use of weapons of mass destruction.
