OSI-Washington, D.C. Director Testifies Before Senate About FISA
In testimony before the Senate Judiciary Committee about the Foreign Intelligence Surveillance Act (FISA), Morton Halperin, director of OSI-Washington, D.C., said that the nation's surveillance laws need to balance the needs of national security with individual liberty.
At issue was the Justice Department's interpretation of the USA Patriot Act, passed in October 2001 with overwhelming support from Congress, which changed surveillance laws to allow the use of FISA wiretaps for foreign intelligence as well as criminal investigations.
