Sixteen years ago, the Mexican government launched a program to help farmers compete with subsidized U.S. agribusinesses. A Mexican think tank, FUNDAR, finds that instead of combating poverty, the program is magnifying rural inequalities by financing prosperous producers at the expense of the poor.
