In a speech delivered at the American Bar Association's annual meeting on August 7, 2004, Stephen Rickard, the acting director of OSI-Washington D.C., discussed the legal and social ramifications of the U.S. government's antiterrorist policies after the September 11, 2001 terrorist attacks. According to Rickard, the Bush administration has violated core human rights standards and risks long-term damage to the government's moral authority domestically and abroad.
