Keilen's project will research issues surrounding prosecutorial misconduct in the Texas criminal justice and will serve as a catalyst to eradicate future opportunities for such abuses of power by influencing public and policy maker opinion. While horrific examples of misconduct are known individually, a comprehensive evaluation and report of statistical and anecdotal evidence of deliberate attempts by prosecutors to circumvent justice has not yet been undertaken. This project will utilize original research aimed at analyzing evidence of misdirected prosecutions, prosecutions tainted by racial or economic bias, convictions gained through the use of false testimony or the concealment of evidence, and prosecutorial misconduct that convicts the innocent, sends to death the undeserving, results in unfair sentences, and generally subverts justice. Public education based on the results of this project will serve as the platform for reform.
