Hussein Sadruddin will combat INS's inappropriate use of rural county jails throughout Texas by enforcing compliance with minimum detention standards adopted by the INS. With more than 60% of all civil immigration detainees detained in Texas county jails, the implementation, monitoring and enforcement of newly developed minimum detention standards for immigrants in INS custody will affect thousands of detained immigrants in the State of Texas.
