Mr. Emsellem, a specialist in employment law and the low-wage workforce, will use his fellowship to help educate and engage labor unions impacted by the spread of employment screening for criminal records since September 11th. His work will produce an analysis of the latest trends in state laws denying employment to ex-offenders, with a focus on key industries most represented by labor unions. In addition, the project will generate education material documenting successful policy initiatives adopted by unions and advocacy groups to challenge abuses caused by policies broadly denying employment to ex-offenders.
