Ernest Drucker, an epidemiologist who has worked for thirty years on the application of public health models and epidemiology to social problems, will use these concepts and methods to develop a new paradigm for understanding the historical significance of mass incarceration, examining the relationship between rates of incarceration and crime, and measuring the broader social consequences of US incarceration policies. His research and publications will contribute to public education, and support litigation and advocacy efforts challenging the unprecedented rates and racial disparities in the use of incarceration in contemporary America. This work aims to change the way that public and policymakers view the use of high levels of incarceration by documenting its effects on crime and upon the public health and social wellbeing of those populations and communities who are its principal targets.
