Catherine Powell will change the frame of public debate by educating and encouraging Americans to challenge prevailing criminal justice policies using a human rights perspective. The project's aim is to encourage people to use human rights arguments to achieve concrete goals, including challenging the juvenile death penalty and the over-incarceration of youth.
