A lawyer, teacher, and community organizer, Carter will launch a project to reduce racial profiling by law enforcement agencies in Texas. The project seeks to enforce the Racial Profiling Statute of Texas through public education, grassroots mobilization, and selective impact litigation, and by targeting law enforcement agencies that engage in racial profiling or otherwise fail to abide by the racial profiling statute.
