Betsy Ginsberg will challenge discrimination against mentally and physically disabled prisoners in New York, focusing on the biases which disabled prisoners face in access to prison programs, consideration for parole, and in the punishment and segregation of mentally ill prisoners. The project aims to improve access to treatment for prisoners with disabilities by bringing the leverage of the courts to bear on discrimination problems that government agencies often overlook or ignore.
