Rebecca Project for Human Rights and Vera Institute for Justice

A grant to conduct research and advocate for reforms to give children in foster care opportunities to reunify with parents at risk of incarceration or already incarcerated. The project will direct parents to family-based drug treatment programs and support their successful re-entry into their communities after prison.

Allard's research and advocacy efforts focus on the impact of criminal justice policy on low-income women and women of color. She has worked at the Sentencing Project and the Brennan Center for Justice at NYU Law School. Allard is the author of several national reports, including Life Sentences: Denying Welfare Benefits to Women Convicted of Drug Offenses and Rebuilding Families: State Obligations to Children in Foster Care and their Incarcerated Parents. She is a graduate of Queen’s University Law School in Canada and received her master’s degree in criminology from the Center of Criminology at the University of Toronto.
