Chemical Dependency Treatment for Disabled, Blind and Aged Clients: Alternative Health and Nursing Home Cost Offset Models

The report provides a range of estimates of the impact of addiction treatment on medical and nursing home costs for disabled or aged clients, under alternative modeling assumptions.

Key points from the study include:

  • An estimated 75% of the parents of children in therapeutic foster care have records of substance use problems.
  • An estimated 45% of the out-of-home placements for children under two years of age occurred among infants born to mothers using alcohol or other drugs during their pregnancy.
  • Untreated chemically dependent supplemental security income (SSI) recipients had $490 per month more Medicaid, medical mental health, and nursing home costs than did treated recipients-$341 per month after adjusting for the cost of chemical dependency treatment.
