Multilevel Governance Tested - Monitoring Conflicts of Interest of Administrative County Heads in Romania Coalition for a Clean Sub-national Government

The project aims to improve the work of the National Agency for Integrity (NAI). It employs two main tools for intervention: a) monitoring and documenting mechanisms of corruption at local level, and b) review and improvement of the legislation related to conflict of interest of state officials. SAR will furthermore monitor the work of the presidents of all 41 local county councils and thus secures nation wide coverage. NAI, in addition to the general public, is clearly identified as the main partner and benefactor of this effort. By devising several case studies and drafting a final policy paper, SAR could effectively influence the legislation and improve the work of NAI.

Romanian Academic Society (SAR) aims to further the ideas of freedom, democracy and good governance in Eastern Europe. Starting with Romania, SAR seeks to raise the public awareness level of policy issues, contribute through research and advocacy to inform policy formulation and assist administrative reform through performance assessment.

SAR aims to:

  • contribute to good governance and development through policy research
  • contribute to the European integration of Romania, Western Balkans countries and Moldova through transfer of best practices and advocacy
  • enhance the contribution of independent policy institutes to the process of policy formulation through advocacy and public debate
  • contribute to the (re)building of the fields of applied social sciences and public policy in Romania and South-Eastern Europe after years of communism
