2006 Poland Democracy Watch – Monitoring Threats to Polish Democracy IPA monitored the state of democracy and governance practices of the Kaczynsky's government in the past year. In the second year of this project, IPA will analyze the experience of 2005-2007 populist government and draw the lessons learnt. The grantee will prepare general and specific recommendations to strengthen Polish democratic institutions to prevent similar populist threats in near future. IPA, at request of the new Government, is preparing a detailed proposal for changes in the electoral law, which would improve the transparency of campaign finance, secure access to voting for some groups of voters and make the electoral system more consistent. The Institute of Public Affairs (IPA) is an independent, non-partisan public policy think tank. The IPA was established in 1995 to support modernization reforms and to provide a forum for informed debate on social and political issues. It conducts research and presents policy recommendations in the following fields: foreign policy and European integration, social policy, migration, constitutionalism, democracy and governance.
