The APRM Process in Uganda: A Critical Evaluation
This study was commissioned by the Open Society Initiative for Eastern Africa and the Africa Governance Monitoring and Advocacy Project (AfriMAP) to carry out an assessment and evaluation of the African Peer Review Mechanism (APRM) process in Uganda.
Written by co-authors Samuel Bamulanzeki Tindifa, a senior lecturer at Makerere University, and Babuuzibwa Mukasa Luutu, acting vice chancellor at the Marcus Garvey Pan African University, the study:
- describes the institutional arrangement governing the APRM process in Uganda
- analyzes the principal strengths and weaknesses of the in-country process
- analyzes the contents of the country review report presented in 2008, the plan of action, and the follow-up
- analyzes the impact of the process on the promotion of national dialogue on issues identified in the country review report, and
- makes recommendations for Uganda and other countries undertaking the process.
