Dr. Deborah Richter, a Soros Advocacy Fellow, was featured in a November 15, 2004, article in The Nation. Dr. Richter has advocated for state-sponsored health insurance for every person living in Vermont. The article discussed the fact that, under universal health care, decisions would have to be made about “egalitarian rationing” in order to meet everyone’s health care needs.
