Dr. Deborah Richter, a Soros Advocacy Fellow, was featured in an October 8, 2004, Rutland Herald article. Dr. Richter spoke about the benefits of universal health care, arguing that a single-payer system would eliminate a great deal of administrative costs by simplifying billing and reimbursement for doctors and hospitals.
