Fellowship Partnering Organization: RI KIDSCOUNT
Home Institution: Brown University/Rhode Island Hospital

Working with RI KIDSCOUNT (a children’s policy organization that uses research and data to drive policy initiatives), Dr. Flanagan sought to develop a statewide policy agenda for infants and toddlers in Rhode Island, with the ultimate goal of improving early care and education for the state’s most vulnerable young children. Her particular interest was in children of teen parents.

Fellowship Successes

  • Served on the leadership team for State Early Child Care Systems Planning process;
  • Played a leading role in United Way strategic planning regarding early care and education;
  • Led convening of community stakeholders and national experts in Family Support forum;
  • Began an effort to draft a children’s budget to document and monitor Rhode Island’s public investment in early childhood;
  • Wrote an issue brief on Rhode Island’s infants and toddlers;
  • Developed a policy statement, “The Unique Developmental Needs of Children of Teen Parents,” for The National Organization on Adolescent Pregnancy, Parenting and Prevention.
