The purpose of this grant is to create the Albanian Libraries Consortium infrastructure. To achieve this the following has been planned:

• promotion of consortium building in professional publications, newspapers, and TV;
• creating a consortium office with the appropriate equipment which will be used for consortium activities and training programs;
• holding a conference on building the consortium with the participation of Albanian librarians; and
• training sections in Tirana and in four other cities with universities.
