Electronic Information for Libraries (eIFL) aims to facilitate affordable access to electronic scholarly resources by libraries in countries in transition. eIFL started in October 1999 as a joint initiative of the Open Society Institute and EBSCO Publishing. eIFL offers access to electronic journals, primarily in social sciences, humanities and business, in nearly 40 countries where the Soros foundations network is active. Along with projects promoting access to content into other scientific areas, eIFL also offers various programs that support library consortium building in countries in transition.

In 2003 eIFL.net became an independent foundation and expanded its mandate. eIFL.net strives to lead, negotiate, support and advocate for the wide availability of electronic resources by library users in transition and developing countries. Its main focus is on negotiating affordable subscriptions on a multi-country consortial basis, while supporting the enhancement of emerging national library consortia in member countries.
