Global Fund Analysis on Sex Work and MSM Issues
2005 SHARP is participating in the broader Public Health Program initiative aimed at developing a strategic framework for OSI engagement with the Global Fund. More specifically, the program is looking into current Global Fund technical assistance (TA) shortcomings and stakeholder needs in order to determine potential areas for support. Through informal interviews about its constituents' TA needs, SHARP has found that often the most socially marginalized populations (i.e., sex workers, MSM, LGBT) have been excluded from the Global Fund process. In light of these findings, SHARP has secured a consultant to survey the technical assistance needs of MSM and sex workers and their advocates vis-a-vis the Global Fund along with recommendations of how these needs can best be met. This would include an assessment of what TA exists; what gaps should be prioritized; what are the best mechanisms for delivering TA; how MSM and sex worker issues are encompassed by Global Fund support; what data analysis concerns exist; and how to ensure that socially marginalized communities have an ongoing voice in Global Fund decision making.
