The Welfare Foundation has been active since 1999, and was legally recognized as a non-profit, non-governmental organization in 2001. The organization aims to improve the quality of life for the poor through research and advocacy on issues related to healthcare, poverty alleviation and social welfare. The foundation has devoted significant effort to promoting civil society participation in the development and implementation of the new national health policy. The Welfare Foundation has received more than USD $10,000,000 from international donors to implement development projects across the country.

The Welfare Foundation will implement community-led monitoring and advocacy activities in Tbilisi, Georgia.
