Providing Legal Assistance to Drug Users in Eastern Europe

The OSI Law and Health Initiative and International Harm Reduction Development Program convened a meeting with lawyers and advocates from Russia, Ukraine, Hungary, Kyrgyzstan, and Tajikistan on May 15, 2006, to discuss the legal needs of drug users in the region, what kinds of services are currently available to address those needs, what advocacy efforts are already underway, and ideas for improving access to legal services to drug users.

This first section of this report details participants' and interviewees' views on the needs of users in the region and the capabilities of existing organizations to meet those needs. The second section provides a framework for understanding the goals and the mechanisms for providing services to drug users from a harm reduction perspective.
