Newsflash Armenia: Government Decriminalizes Drug Use, but Leaves High Fines in Place

The Armenian legistature acted last week to remove criminal penalties for drug use. Previously, those whose blood or urine tested postive for controlled substances, even in the absence of possession, were liable for imprisonment. The new law removes criminal penalties for drug use, but imposes fines of up to 640 USD— approximately 400 percent of an average annual wage in the country.

Drug user advocates in Armenia continue to flight for improved drug-related legislation.
