The report highlights the need to focus the bulk of prevention efforts on the three largest at-risk populations in Asia: sex workers, injecting drug users, and men who have sex with men; calls for comprehensive harm reduction programs for injecting drug users; and is critical of the criminalization of drug use, and “war on drugs” programs.
