Harm Reduction News: HIV Looming in Central Asia

Central Asia is perfectly placed for a mega HIV epidemic. Drugs are produced, trafficked, and used throughout this region. People are impoverished and the economy is in shambles. Governments are weak, and in some parts of Central Asia, communism has left a scarring legacy of repression. Many states have replaced communist ideology with conservative cultural policies that repress women and deny drug and sex issues, even when they are public health concerns.

The fall 2002 issue of Harm Reduction News, the newsletter of OSI's International Harm Reduction Development program, examines the complexities of the looming HIV epidemic in Central Asia. It traces the connections between drug trafficking, drug use, and HIV; discusses the challenges of treating HIV patients; and analyzes harm reduction from a human rights standpoint with articles on international treaties and local needle exchange programs.
