This working paper examines suggestions for reforming the Fast Track Initiative and its operating model, and asks whether becoming more like the Global Fund to Fight AIDS, Tuberculosis and Malaria is an optimal solution given its current position in the global health architecture. The author draws lessons from the Global Fund and its operating principles to inform the Fast Track Initiative's development into a more robust entity that provides financial and technical support to governments to improve access and quality in the education sector.
