In this article Barry McGaw, Director for Education at the Organisation for Economic Co-operation and Development, considers four ways in which education systems are becoming, or need to become, more open:

  • being clearer and about what they expect students to achieve and then in providing evidence on the extent to which they are successful;
  • being more systematic in seeking to assure the efficacy of their programs and practices;
  • shifting from supply-driven to demand-driven provisions;
  • taking a longer-term perspective and engaging relevant stakeholders in defining desirable futures so that policies can be developed.
