Government policies in Burma in regard to public health and humanitarian aid allow AIDS, drug-resistant tuberculosis, malaria, and bird flu to proliferate with dangerous implications for rest of Southeast Asia, according to this OSI-supported report. Written by OSI consultant Chris Beyrer and researchers at the Center for Public Health and Human Rights, at the Johns Hopkins Bloomberg School of Public Health, Responding to AIDS, TB, Malaria and Emerging Infectious Diseases in Burma: Dilemmas of Policy and Practice details the spread of these diseases inside Burma and the potential threat they pose to regional security.

The report highlights the need for international organizations to restore humanitarian assistance to the Burmese people while cautioning that the military regime's recent restrictions on nongovernmental organizations may make assistance increasingly difficult.
