Invest in Baltimore's Future: Campaign for Open Society Institute-Baltimore

Nearly ten years ago, philanthropist George Soros invested more than $50 million to prove that Baltimore could solve its deeply rooted problems and be an example to cities throughout the United States. Since then, OSI-Baltimore has focused on the most difficult problems within our community—drug addiction, the vicious cycle of incarceration, and obstacles that often make it impossible for children to be educated and to succeed. In addition, we've built a corps of social innovators focused solely on underserved communities. Our commitment to Baltimore's future has yielded significant results.

Our next phase promises to be a critical turning point for Baltimore, one where the positive results become lasting change. OSI-Baltimore has focused goals to make that happen. This five-year plan requires $30 million.

George Soros now pledges an additional $10 million as a call to action to leaders, institutions and individuals to raise $20 million to insure that OSI-Baltimore and its partners can continue to make systemic changes in our city.

Change—lasting change—does not happen quickly. But a real and undeniable movement toward progress has begun. OSI-Baltimore and its partners are now in a unique position to drive fundamental and lasting change to social and economic conditions in our city.

Goals Moving Forward

As OSI-Baltimore moves forward, it is pursuing four main objectives:

  • Increase access to high-quality drug treatment to achieve a "tipping point" where 75 percent of Baltimore's drug-dependent population is in treatment. Learn more about this initiative.
  • Increase public high school graduation rates from 59 percent in 2004-05 to 80 percent in 2008-09. Learn more about this initiative.
  • Decrease incarceration and recidivism while protecting public safety by reducing the number of people entering and returning to prison by 5 percent. Learn more about this initiative.
  • Populate Baltimore's struggling communities with a strong network of proven, social entrepreneurs by awarding up to 10 Community Fellowships per year. Learn more about this initiative.
