Prisoner Re-entry

The Open Society Institute–Baltimore, University of Maryland School of Law, American Bar Association, and the Maryland State Bar Association presented Prisoner Re-entry, the second in a series of panel discussions on the findings of the Kennedy Commission. Panelists examined the importance of rehabilitation as a punishment goal, collateral consequences of convictions, and preparing prisoners for release, which increases the likelihood of successful community reentry and decreases the likelihood of reincarceration.

• Tomi Hiers, Executive Assistant to the Deputy Secretary for Operations, Maryland Department of Public Safety and Correctional Services;
• Mike Thompson, Director, Criminal Justice Program, Council on State Governments, Eastern Regional Conference;
• Rada Moss, Director, The Maryland Re-entry Partnership;
• Michael Pinard, University of Maryland School of Law (closing remarks).

Andre Davis, U.S. District Court for the District of Maryland, will moderate.

Supreme Court Justice Anthony Kennedy challenged the ABA to study the U.S. criminal justice system and to "help start a new public discussion about the prison system." Kennedy concluded that our "resources are misspent, our punishments too severe, our sentences too long." This three-panel forum series presents findings of the Kennedy Commission in order to start a "new public discussion" in Maryland.
